The College of Commissioners gathered for its weekly meeting on 7 October 2008 and for the first time, Britain's Catherine Ashton attended the meeting as new Member of the EC in charge of Trade following the resignation of Peter Mandelson the previous week. During the meeting, Meglena Kuneva, Member of the EC in charge of Consumer Protection, was expected to propose a single set of rights that European consumers could apply wherever in the EU they shop, whether it is online or in the high street. The package includes clear information on the offer, rights on late delivery and non-delivery, cooling off periods, returns, refunds, repairs and guarantees. The Commission was also supposed to discuss a series of documents on migration, including a communication on the application of an EU directive on the right to family reunification. Commissioners were also expected to analyse the decision that was taken on 7 October in the framework of the EcoFin Council increasing the minimum level of bank deposit insurance across the 27 European Union countries to 50,000 Euros.
