Manmohan Singh, Indian Prime Minister, met with top European Union officials including Nicolas Sarkozy, President of the French Republic and President in office of the Council of the EU, for talks on global economic turmoil and climate change. The two sides were expected to sign a deal aimed at increasing scientific cooperation between India and the EU's 27 Member States. The meeting, that took place in Marseille on 29 September 2008, came days after the US House of Representatives passed a deal that allows the United States to provide nuclear materials to India. France and India held bilateral talks in Paris on a similar pact.
