At the end of the Competitiveness Council (Internal Market, Industry and Research), Günter Verheugen, Vice-President of the EC in charge of Enterprise and Industry, explained the Small Business Act. The Ministers agreed on the need of accelerating the work in three areas, in order to respond to the international crisis: access to finance, cost reduction and market access for European Small and Medium-Sized Undertakings.
Hervé Novelli, Minister of State with responsibility for Trade, Craft Trades, Small and Medium-Sized Undertakings, Tourism and Services, and President in office of the Council of the EU, welcomed the creation of a European Observatory on Counterfeiting, in order to improve the analysis of the extent of this problem, and to improve the exchange and dissemination of information.

||Günter Verheugen, Vice-President of the EC in charge of Enterprise and industry, saying (in ENGLISH) that they won't change the SBA (Small Business Act) as it is, but they agreed politically that they would accelerate the work in certain areas.
||Günter Verheugen saying (in ENGLISH) that firstly, a huge amount of money will be made available. Secondly, they will try to accelerate all the programmes which lead to cost reductions for European SMUs. In that context he would like to mention the better regulation project. And thirdly, they want to accelerate projects which facilitate market access for European SMUs.
||Hervé Novelli, French Minister of State for Trade, Craft Trades, Small and Medium-sized Undertakes, Tourism and Services, and President in office of the Council, saying (in FRENCH) that the three areas of financing, simplification (that means a better regulation) and access to market, have been underlined as priorities by Member States. He welcomed the fact that they were making progress.
||Hervé Novelli saying (in FRENCH) that the Council Resolution that has been approuved on 25 September 2008, established the creation of a European Observatory on Counterfaiting to fight piracy, and to put together all the information. This European Observatory will be fed by the European Commission services that will take all the statistics. This plan will allow to have a better knowledge of of this phenomen that is so bad for the European economies.
