The European Commission organised a "High level Conference on postal market reform" in Brussels to mark the start of the final and decisive phase of EU postal market reform, following the adoption of the new Postal Directive earlier in 2008. After gradual market opening in recent years, remaining legal monopolies on postal markets are set to be abolished by 31 December 2010, and all relevant players in the postal sector from Member States to operators were invited to analyse the state of play. Charlie McCreevy, Member of the EC in charge of Internal Market and Services, and Neelie Kroes, Member of the EC in charge of Competition, took part in the conference.

10:37:19 General view of the conference 00:00:06
10:37:25 Charlie McCreevy, Member of the EC in charge of Internal Market and Services, (in ENGLISH) saying that a level playing field is certainly the pre-condition for a true internal market of postal services; and while everybody goes along with the idea of a level playing field, there seems to be very different interpretations of what a level playing field actually is; in the worst case scenario, the transposition period is used to invent creative market entry barriers, barriers that are then concealed under a blanket which is inappropriately called a level playing field; paying lip service to free markets and introducing protectionism through the back door is not acceptable 00:00:43

10:38:14 Charlie McCreevy (in ENGLISH) saying that he cannot allow the unravelling of years of hard work by many postal operators and their employees; they have a right to expect a level playing field and he will do his utmost to ensure that they get one; they are carefully observing what is happening and they will not hesitate to use all means at their disposal to make a competitive and sustainable postal market a reality 00:00:29

10:38:47 Neelie Kroes, Member of the EC in charge of Competition, (in ENGLISH) saying that she has to make sure that this liberalisation indeed benefits everyone; that means that where there are concerns that Member States are not fulfilling their obligations, the Commission will act 00:00:18

10:39:10 Neelie Kroes (in ENGLISH) saying that universal service providers in the EU currently retain legal monopolies or positions of unparalleled strength, and the most dynamic segments of the markets are close neighbours of those monopolies; in preparing for a fully competitive environment by 2011 there is an obvious risk that incumbents will try to leverage their strength into services or countries neighbouring their monopoly 00:00:38
10:39:48 Cutaway 00:00:05
10:39:53 Neelie Kroes (in ENGLISH) saying that it is completely unacceptable for Member States to try to hide protectionism behind arguments they justify by the general interest 00:00:15
