The EU and the leaders of Bosnia and Herzegovina welcomed on 16 June 2008 in Luxembourg the signature of the Stabilization and Association Agreement (SAA) which marks the first step of the country towards EU membership. At a joint press conference, Haris Silajdžić, Chairman of the Bosnian Presidency, expressed his confidence that his country could greatly contribute to the EU because it is a symbol of survival of multicultural and multiethnic ideas. Nevertheless, Olli Rehn, Member of the EC in charge of Enlargement, stressed the importance for Bosnia and Herzegovina to further improve its Constitutional framework. He told journalists there was no time for a long breath before starting to seriously reflect how to make the Status structure of Bosnia and Herzegovina more effective, respecting of course the Dayton Peace Agreement.
