Javier Solana, Secretary General of the Council of the EU and High Representative for CFSP, was in Iran on 14 June 2008.
He met with Manouchehr Mottaki, Iranian Minister for Foreign Affairs, and presented the 'E3+3' package to the Iranian government, representing demands from the United Kingdom, France, Germany, China, Russia and the United States. The package is designed to get Iran to stop the development of its own capacity to enrich uranium, and ease the threat of nuclear proliferation. Javier Solana said that the package was a generous and comprehensive offer that we would like to be the starting point for the negotiations. We are ready to fully recognize Iran's right to nuclear energy for peaceful purposes, he said at a press conference.

||Soundbite by Javier Solana (in ENGLISH) on what is different in the current package, compared to the one that Iran rejected in 2006: the 2006 package was a very open and constructive package; this has been improved in many respects in content and scope; in content because some of the issues that were treated in the 2006 package have been more detailed, better formulated; in scope because we have gone to other fields, much more in detail, for instance political, security issues, infrastructure, energy, agriculture, trade, WTO; that is to be negotiated as soon as possible because we would like to have a solid relationship with Iran; for us, the nuclear issue is very important; and as long as the nuclear issue is not resolved, it is going to be very difficult to entering the full-fledged negotiations.
On the length of the meeting: when meeting are long, it is not bad, it means that there are topics to discuss and the discussion continues; I hope to have a response from Tehran soon on the issues that we have discussed which are very important; our presence signifies that we care about the development of good relations with Tehran; but for that, the nuclear question has to be clearly resolved.
