On 2 June 2008, the European Investment Bank (EIB) inaugurated its new building on a site next to its existing headquarters on the Kirchberg plateau in Luxembourg. Both restrained and innovative, and designed entirely with environmental considerations in mind, this building increases the work space of the EIB, the EU's financial institution. The opening ceremony was graced by the presence of H.R.H Henri, Grand Duke of Luxembourg, along with the Governors of the EIB, the EU's financial Ministers. Speakers included Philippe Maystadt, President of the EIB, Jean-Claude Juncker, Luxembourgish Minister for Finance and President of the Eurogroup, José Manuel Barroso, President of the EC, and Andrej Bajuk, Slovenian Minister for Finance and President in office of the Ecofin Council.

10:16:52 Philippe Maystadt (in ENGLISH) saying that he has highlighted the transparency of the new building but he would also like to draw the attention to the other particular aspects of this construction: its ecological attributes; in this respect the building also symbolizes the bank and its activities; the EIB directs a very considerable part of its lending to projects that safeguard and improve the environment; linked to that, the Board of Governors mandated the bank to increase its support for sustainable energy investment, especially renewable energy and energy efficiency 00:00:50

10:17:47 Jean-Claude Juncker (in FRENCH) saying that they celebrate the 50th anniversary of the bank, but they celebrate only the 40th anniversary of its presence in Luxembourg; when the bank was created it chose the first address to be in Brussels; when Europe - with the caracterised simplification - chose Brussels for the other institutions, Luxembourg negotiated a compensation for Luxembourg 00:00:49

10:18:42 Andrej Bajuk (in ENGLISH) saying that it is also important to underscore the bank's instrumental role in supporting the EU candidates and potential candidate countries in their preparation for the membership; he can confirm this on the basis of the Slovenian experience which has been positive in every respect; although the first signed contracts date back to 1977 where Slovenia was still part of Yugoslavia, they fully realized how valuable the bank's support was in the accession period when large infrastructure projects and other needs called for financial support 00:00:34

10:19:21 José Manuel Barroso (in ENGLISH) saying that in the last years, especially during the presidency of Philippe Maystadt, they have consolidated an even closer cooperation between their institutions; today, the work of the EIB has become integral to the EC's strategy within the new financial framework of 2007-2013, and it is expending its mission to new sectors and to an increasing number of priority areas, for example tackling the challenges of climate change and energy suppy in the EU 00:00:34
