At a press conference on 8 May 2008 in Brussels, Siim Kallas, Vice-President of the EC in charge of Administrative Affairs, Audit and Anti-Fraud, said, in relation with the activities of lobbyists in the European institutions, that the European Commisssion would be launching its own interest representatives's register on 23 June 2008. Siim Kallas told journalists that both the report of the European Parliament (Friedrich's report) and also the Commission's register were a big step ahead to have a more transparent culture of decision-making in the European institutions. The European Parliament voted in favour of a mandatory public register for lobbyists, common to the Council, Commission and Parliament and providing for full financial disclosure. Lobbyists would also have to comply with a code of conduct and face sanctions if they infringed it. The report was initially drafted by Alexander Stubb who has since left the European Parliament to become Finnish Minister for Foreign Affairs and has been taken up by Ingo Friedrich, Member of the EP.

11:09:06 Siim Kallas (in ENGLISH) saying that the access to documents is part of the desire to increase transparency; from 2002 already, the Commission has adopted a relevant set of rules to get access to documents; they just recently discussed a Communication about these rules; there must be a very clear understanding that you can have all documents about made decisions, the legal footprint in the Commission, you can see when the Commission is preparing a Communication or a legislative act, you can see with whom the Commission has consulted and what the opinions have been 00:00:51
