The EU Ministers for Foreign Affairs met on 29 April 2008 in Luxembourg to analyse the situation in Myanmar, Iraq, Zimbabwe, Pakistan and the Middle East. Prior to the meeting was the negotiation to reach an agreement to sign a Stabilization and Association Agreement with Serbia. At the arrival to the Council, Ministers were optimistic, even if Netherlands and Belgium were still insisting that Belgrade must first show that it is cooperating fully with the International Criminal Tribunal for the former Yugoslavia in The Hague. Another important topic to be discussed were the relations with Russia. The Ministers tried to reach an agreement to provide a comprehensive framework for EU/Russia relations. But the signature of a Partnership and Cooperation Agreement was still blocked by Lithuania. Finally, the Council was expected to have an exchange of views about maritime piracy, regarding recent incidents off the coast of Somalia, with a view to assessing how the EU could contribute to an international UN-led response to this scourge.
