During the 74th Plenary Session of the Committee of the Regions, Andris Piebalgs, Member of the EC in charge of Energy, and Luc van den Brande, President of the Committee of the Regions, gave a joint press conference on "Sustainability solutions for cities of the future".
The assembly voted 13 opinions focused on issues including electricity and gas market liberalisation, water scarcity, urban mobility, asylum, the future EU budget, health policy, and enlargement strategy for candidate and potential candidate countries.
Andris Piebalgs focussed on the so called "Covenant of Mayors", a network of more than 140 cities and regions (including 15 capitals) which have pledged to reduce CO2 emissions by more than 20% by 2020.

||General view of the Plenary Session
||Andris Piebalgs saying (in ENGLISH) that they need to act, but not only in restrictions, also in positive spirit; that for this reason, cities and regions are playing a very important role; that they know that more than half of green house gas emissions come from cities; that they know that London or Paris could actually save more than seven member countries together: Estonia, Latvia, Lithuania, Luxembourg, Malta, Cyprus and Slovenia; that the potential is there.

||Andris Piebalgs saying (in ENGLISH) that because it is possible to involve a lot of actors, "Covenant of Mayors" is a very important instrument to promote their three times 20 goals; that cities are the ones that accumulate the biggest part of EU population; that cities are stronger than ever, they need to tackle climate change and also energy poverty.
||Luc van den Brande saying (in ENGLISH) that it is an illusion to think that it is possible to implement in the same way from the high north of Sweden to the deep south of Sicily; that the important is that the objective is there and that there is a commitment that is binding; that the creativity of all the local people in this case is great.
||Andris Piebalgs saying (in ENGLISH) on the functioning of the "Covenant of Mayors", that the cities take a target, a binding one like the EU, that should take more than 20%; that they should provide an Action Plan; that the cities decide which measures are more efficient; that some will go for more renewable energy, some will promote energy efficiency, some will concentrate more in the transport, and some will go more for the buildings; that it is up to each city.
