José Manuel Barroso, President of the EC, and Louis Michel, Member of the EC in charge of Development and Humanitarian Aid gave a joint press conference on rapid and better progress towards the Millennium Develoment Goals.
José Manuel Barroso and Louis Michel urged the 27 Member States to stand by their promises and deliver on development aid if the international community is to meet the Millennium Development Goals.
They presented jointly a new Communication "EU as a global partner for development" in which the European Commission proposes a number of actions to encourage the 27 Member States to increase the volume and the effectiveness of development aid as well as areas where EU policies could be better coordinated.

||José Manuel Barroso, President of the EC, saying (in ENGLISH) that sometimes, in this business, they have to recognize that there are problems; that they have to say clearly that they have a serious problem; that while they are discussing how to meet the MDG, the aid figures about Member States show some worrying even dangerous tendencies; that the figures published by the OECD show that aid volume provided by the Member States decreased in 2007 for the first time since 2000.

||José Manuel Barroso saying (in ENGLISH) that the message that they want to convey to the Member States is the following: they agree on the importance of meeting the targets but they have now to explain their plan year by year and how they intend to fulfil their commitments in the years until 2010 and from then to 2015. Member States have to tell them how they intend to fulfil their undertakings in the coming years.
||Louis Michel, Member of the EC in charge of Development and Humanitarian Aid, saying (in FRENCH) on the EU's role in the food price rise, that they want to mobilize international awareness and their consciousness to respond quickly in order to make available resources to the humanitarian organisations; that they have in the 9th European Development Fund (EDF) allocated 650 million euros for agriculture and in the 10th, 1.25 billion euros; that they are aware and have spoken with their partners for them to focus on the agriculture sector for obvious reasons.
||José Manuel Barroso saying (in FRENCH) on the decrease of development aid by big European economies, including France, that the fact that this year, the EU has not reached the level that it should have been done, this is because of the declining aid of the biggest European economies including France, Italy, and the UK; that France, Germany, Italy and the UK are very big donors because of how much they contribute as a whole; that among these countries, there is only Germany which has not had a drop in its aid; that they want to work with all these governments, and of course with others.
