EU Ministers for Foreign Affairs met in Brussels to prepare the spring meeting of the European Council on 13-14 March 2008. Energy and climate change were at the top of the agenda, as Ministers were expected to discuss European Commission proposals on how to turn ambitious green goals into concrete laws. A difficult point would be the introduction of an auctioning system for CO2 emissions. The meeting on external relations focused on the Middle East, Zimbabwe, Iran, Georgia, and the Western Balkans and Kosovo. A dialogue focused on the collapse of the Serbian government.
