Piero Fassino, the newly appointed EU Special Envoy for Myanmar, was in Brussels for a meeting with Javier Solana, Secretary General of the Council of the EU and High Representative for CFSP. They discussed Piero Fassino's mandate. The new EU Special Envoy was appointed on 6 November to coordinate the EU’s efforts to bring about positive change in Burma/Myanmar and support the efforts of the United Nations Special Envoy Ibrahim Gambari. The EU attaches great importance to democratic change, reconciliation, the improvement of the human rights situation and development in the country. Several Western diplomats, however, have voiced scepticism over the commitment of Myanmar's leaders to a genuine dialogue process. In September, the junta's security forces violently repressed peaceful protests by the country's Buddhist monks, leading to at least 13 deaths and thousands of arrests.
