As part of his trip to Central Asia, Javier Solana, Secretary General of the Council of the EU and High Representative for CFSP, visited Kazakhstan on 10 October 2007. The visit was to be placed in the framework of the new European Union Strategy for Central Asia, which underlines the importance of intensified political dialogue and economic cooperation with these countries. Cooperation in the field of energy is an important subject which was discussed during the visit. The EU and Kazakhstan have a lot of common interests in the energy sector: Kazakhstan wants to diversify its exports on a commercially viable basis, and the EU wants to diversify its imports and ensure its energy supplies. European companies have been investing extensively in Kazakhstan, and Javier Solana insisted during his visit on the importance of a business regulatory climate in line with international standards, in order for EU investors to maintain full potential in Kazakhstan. One of the objectives of the visit was also to enquire about Kazakhstan's plans and commitments in the field of energy exports and energy infrastructure development, given that the EU is working on a feasibility study for the Trans-Caspian pipeline. Oil and gas is the leading economic sector in Kazakhstan. Industry and analysts believe that planned expansion of oil production, coupled with the development of new fields, will enable the country to produce as much as 3 million barrels per day by 2015, lifting Kazakhstan into the ranks of the world's top 10 oil-producing nations.

10:51:48 Javier Solana (in ENGLISH) saying that the demand for energy is going to go up and therefore it is very important that this increase becomes diversified; that is one reason why they have to construct with these countries that have the possibility to provide energy with a common strategy; it is not only about energy, it is also about the fight against terrorism; they are neighbours of Afghanistan, they also have to fight with the EU against organised crime, drugs and other problems; therefore it is a very good idea that they started to give an impulse in 2007 and they want to continue doing so; it is not that the EU discovered this country yesterday, but they have discovered the idea of giving an impulse to this relationship 00:01:01
10:52:49 Marat Tazhin, Kazakh Minister for Foreign Affairs, (in ENGLISH) on the EU/Central Asia strategy; saying that it is not only the questions of energy dialogue, as some people sometimes formulate, it is a much broader spectrum, and much broader context; so they hope that in the future the questions in the sphere of education - for example they have some concrete proposals -, in the sphere of ecological expertise, in the field of economic relations in general, in exchange of high tech technology will be included in this process; their expectation is high and they have a very stable and very concrete and solid basis for their cooperation 00:00:38
