Philip Tod, spokesperson of Markos Kyprianou, Member of the EC in charge of Health, updated the information on the foot-and-mouth disease in the United Kingdom. He spoke about the biosecurity laws which are part of the EU legislation. He also mentioned the draft report that the British authorities made where it is said that there is a strong probability that the foot-and-mouth disease virus was originated either from the Institute for Primary Health or the Merial Animal Health Laboratory.

||Philip Tod, spokesperson of Markos Kyprianou, Member of the EC in charge of Health, (in ENGLISH) saying that there are rules on biosecurity in the European legislation; they are set out in the annex 12 of the foot-and-mouth disease directive from 2003; and they state that labs must meet or exceed the biosecurity measures laid down by the European Commission for foot-and-mouth disease; these were first set out in 1985, and were updated in 1993 and 2005; the labs are also subject to relatively regular inspections including unannounced checks
||Philip Tod (in ENGLISH) saying that in terms of the report which was published by the Health and Safety Executive of the United Kingdom, the EC takes note of that report, they know that it is only an interim report and while it states that there is a strong probability that the foot-and-mouth disease virus strain originated either from the Institute for Primary Health or the Merial Animal Health sites, it reaches no definitive conclusions on how or from where the virus may have got out;
so they must wait for the final report, and the primarly responsability for ensuring that the high standards of biosecurity are maintained in such laboratories lie with the British authorities
