The regulation on mobile phone roaming was signed into law by Hans-Gert Pöttering, President of the EP, and Angela Merkel, German Federal Chancellor and President in office of the Council of the EU. On 30 June 2007, a new EU Regulation came into force which will see substantial reductions in the cost of using mobile phones in other EU Member States. The so-called Roaming Regulation sets price caps for making and receiving a call in another EU country. Mobile phone operators are obliged to offer the new rates to their customers by 30 July 2007 at the latest. The new regulation was first proposed by the European Commission in July 2006 and, following one of the fastest ever agreements between the European Parliament, the Council and the Commission, it was finally approved after 11 months on 7 June 2007. The Regulation will initially apply for three years. During this period the European Commission, together with national regulators, will monitor its implementation closely. The European Commission will assess the Regulation within 18 months to determine whether or not to prolong its validity and whether it should be extended to cover SMS and data roaming
