The Ministers for Foreign Affairs of the European Union convened at their traditional semi-annual informal meeting in Viana do Castelo (Portugal) on 7 and 8 September 2007. The meeting was organized in four working sessions, pertaining to issues relevant to the European agenda. In the first session the debate geared towards the future of the Union’s external relations with its main regional partners. This discussion was part of the preparation of the Summits that would be held during the Portuguese Presidency and to which the Presidency would like to give a long-term strategic framework. In the afternoon the situation was evaluated on a political level, regarding the negotiations that took place within the Intergovernmental Conference (IGC), namely during the several meetings of juridical experts that took place in Brussels. Elmar Brok, Enrique Barón Crespo and Andrew Duff, Members of the EP, who represent the European Parliament at IGC, were invited to participate in this debate. During the second day of the meeting, the Ministers discussed the situation in Kosovo. Luís Amado, Portuguese Minister for Foreign Affairs and President in office of the Council, spoke about his trips to Belgrade and Kosovo. Wolfgang Ischinger, EU representative in the Contact Group Troïka for Kosovo, was also present at the meeting. On the second day, to follow tradition, the Ministers for Foreign Affairs of the candidate countries (the former Yugoslav Republic of Macedonia, Croatia and Turkey) were invited for lunch.
