The Ministers for Foreign Affairs of the European Union convened at their traditional semi-annual informal meeting in Viana do Castelo (Portugal) on 7 and 8 September 2007. The meeting was organized in four working sessions, pertaining to issues relevant to the European agenda. In the first session the debate geared towards the future of the Union’s external relations with its main regional partners. This discussion was part of the preparation of the Summits that would be held during the Portuguese Presidency and to which the Presidency would like to give a long-term strategic framework. In the afternoon the situation was evaluated on a political level, regarding the negotiations that took place within the Intergovernmental Conference (IGC), namely during the several meetings of juridical experts that took place in Brussels. Elmar Brok, Enrique Barón Crespo and Andrew Duff, Members of the EP, who represent the European Parliament at IGC, were invited to participate in this debate. During the second day of the meeting, the Ministers discussed the situation in Kosovo. Luís Amado, Portuguese Minister for Foreign Affairs and President in office of the Council, spoke about his trips to Belgrade and Kosovo. Wolfgang Ischinger, EU representative in the Contact Group Troïka for Kosovo, was also present at the meeting. On the second day, to follow tradition, the Ministers for Foreign Affairs of the candidate countries (the former Yugoslav Republic of Macedonia, Croatia and Turkey) were invited for lunch. The situation in the Middle East was also debated

11:04:02 Benita Ferrero-Waldner, Member of the EC in charge of External Relations and European Neighbourhood Policy, (in ENGLISH) saying that the situation in the Middle East is very complex; but at the same time just for that reason it is highly important to go on with all the political impetus that is there now, with regards to possibilities of Ehud Olmert, Israeli Prime Minister, and Mahmoud Abbas, President of the Palestinian Authority, to talk to each other and hopefully from these talks there can be some sort of positive path towards an international meeting that the EU absolutely supports; the EU supports Mahmoud Abbas in his political platform but at the same time they also do not abandon the population in Gaza, where they are still delivering humanitarian and emergency aid 00:00:53

11:05:05 Luís Amado, Portuguese Minister for Foreign Affairs and President in office of the Council, (in PORTUGUESE) saying that this theme has been on EU's agenda for many years; especially in the last few months it has become particularly relevant for the European and international political debate 00:00:23

11:05:32 Luís Amado (in PORTUGUESE) saying that for the first time, the European Union, as such, is directly involved in the process of negotiations, as a facilitator; in this perspective, Wolfgang Ischinger could explain to the Council his impressions of this first month as a representative of the European Union 00:00:32

11:06:07 Wolfgang Ischinger (in ENGLISH) saying that the Troika process as such was significantly strengthened on that day; there is now a visible and strong commitment at the level of the Foreign Ministers to this process; when they started, a month ago, it was not clear whether this Troika process could work, but it does work 00:00:21

11:06:30 Olli Rehn, Member of the EC in charge of Enlargement, (in ENGLISH) saying that they had an exceptionally useful discussion with the Foreign Ministers of the European Union on Kosovo; it shows how much importance the EU puts on this profoundly European issue over Kosovo, which has an impact on the security and stability of the Western Balkans and, thus, on the future stability of Europe as well; their main merit is that they are working seriously and hard in order to achieve a negotiated settlement; they will turn every stone and even more in order to have such a negotiated settlement; they ask both sides, Belgrade and Pristina, to have a constructive and creative approach because it is the last chance to use this extra time in order to find a common ground 00:01:09
