On 16 October 1995, Karel van Miert, Member of the EC in charge of Competition, held a press conference on the Atlas project between Deutsche Telekom and France Télécom. In his press conference, Karel van Miert presented the amendments and undertakings offered by the French and German Ministers for National Telecommunications and the parties to the Atlas alliance to meet the concerns expressed by the European Commission. The French and German governments had undertaken a firm political commitment to liberalize alternative telecommunications infrastructure for the provision of liberalized telecommunications services, i.e. not basic public voice telephony, by 1 July 1996 and to liberalize fully all telecommunications services, including public voice, and infrastructure by 1 January 1998. He also said that the public switched data networks in France and Germany, Transpac and Datex-P respectively, will until 1 January 1998 remain separated from the Atlas joint venture set up by France Telecom and Deutsche Telekom. He also recalled that it will only be at the end of the procedure that the EC will be able to take the decision to exempt or to authorize.
