The Spanish Presidency has presented on 18/12/2009 its priorities for the next six month. Miguel Ángel Moratinos, Spanish Minister for Foreign Affairs, and President in office of the Council, has resumed them in four points: 1) Application of the Lisbon Treaty, with the figures of the President of the European Council and the EU High Representative; as well as the negotiation of the European Convention of Human Rights and the creation of the European Service of Exterior Action that EU High Representative Ashton will create. 2) Getting out of the economic crisis. The fundamental aims are restoring job creation and achieving a more competitive Europe, as stated in the Lisbon Strategy, and the creation of a new Strategy for 2020. 3) Promoting a People's Europe, consolidating Europe's social agenda, paying special attention to gender equality and the fight against domestic violence, with the creation of an European Observatory against the domestic violence. Special attention will be also paid to immigration. 4) The role of the EU in the world and the need to enable Europe to speak with its own voice on the international scene and promoting its common values, peace and well-being. In the international scene, Minister Moratinos spoke about 3 circles, from the inner to the outside, the Enlargement countries -allowing them to advance in the accession negotiations and with special attention to Croatia and Iceland-, the Neighbour countries -with two main programmes, the Eastern Partnership and the Union for the Mediterranean- and finally the External relations -putting special emphasis within the relations with the US, Latin America and also Morocco, as the Spanish Presidency has organised summits with these countries. The European Union's energy security and the fight against climate change will continue to be in the top of the agenda.
