On 19 November 2013, José Manuel Barroso, President of the EC, Karel De Gucht, Member of the EC in charge of Trade, and Herman van Rompuy, President of the European Council, had a lunch with Japanese business Leaders in Tokyo, Japan. This lunch took place in the framework of the 21st EU/Japan Summit. This Summit marked a major upgrade of EU/Japan relations following the official launch on 25 March 2013 of negotiations for a truly strategic partnership agreement to develop a wide ranging political, economic and social cooperation. An ambitious free trade agreement that was expected to stimulate growth and employment on both sides had also been launched. Negotiations on both agreements started in mid-April and had progressed to their respective third round in October 2013.
