Today, fishermen apply the measures that the Council of Ministers adopts. They thus tend to submit to them; they do not feel personally involved in and accountable for the management of marine resources.
In future, fisheries professionals may be given responsibility for keeping fishing within the limits set by society. They may have to choose the measures needed to achieve these goals themselves and take the necessary steps to ensure compliance.
