Press conference by Neelie Kroes on the proposed takeover by Ryanair of Aer Lingus

Neelie Kroes, membre de la CE chargée de la Concurrence, a présenté l'opposition de la CE au projet de rachat d'Aer Lingus par Ryanair en s'appuyant sur le règlement communautaire relatif aux concentrations. L'acquisition en question aurait abouti au rapprochement des deux principales compagnies aériennes qui opèrent à partir d'Irlande et qui se livraient une concurrence acharnée. Dans ses conclusions, la CE estimait que la fusion envisagée aurait porté préjudice aux consommateurs en faisant disparaître cette concurrence et en créant une situation de monopole ou de position dominante pour 35 lignes aériennes exploitées par les deux compagnies. Cela aurait eu pour conséquence une restriction du choix proposé à la clientèle et, très probablement, une hausse des prix pour plus de 14 millions de passagers européens qui voyagent chaque année sur ces lignes à destination et au départ de l'Irlande. L'enquête menée par la CE et l'analyse des mesures correctives proposées par Ryanair ont montré que les problèmes de concurrence subsistaient. En particulier, le nombre restreint de créneaux horaires proposés n'était pas de nature à permettre une concurrence équivalente à la pression concurrentielle existant actuellement entre les deux compagnies. La Commission a donc conclu que la concentration envisagée entraverait de manière significative une concurrence effective dans l'Espace économique européen (EEE) ou une partie substantielle de celui-ci.
