Brussels, 26 December 2004. Dawn has not yet broken when the two European officials on emergency duty at the Community Information and Control Centre are warned that a serious earthquake has occurred off the coast of the Island of Sumatra. Once alerted, they waste no time in monitoring, almost live, the advance of the tsunami that is devastating the coasts of South-East Asia and East Africa, indiscriminately killing local populations and western tourists. The European civil protection mechanism is then set in motion, coordinating aid from 30 countries of the European continent to the devastated regions.
