Heads of State and Government from the EU countries, future Member States and Acceeding Countries, decided on 16-17/10/03 in Brussels, to pursue the negotiations in order to reach consensus on the text of the future constitution by the end of 2003. The European Council also endorsed the Growth Initiative and the nomination of Jean-Claude Trichet as the new President of the Central Bank.
