The second ASEM Foreign Ministers' Meeting was held in Berlin on March 28-29.03.1999 under the chairmanship of the German Foreign Minister, Joschka Fischer. The ministers reaffirmed the role of ASEM in reinforcing partnership, dialogue and cooperation between Asia and Europe. Main items of the meeting: a more secure and stable international environment (prevention of proliferation of the weapons of mass destruction), the creation of a better exchange rate stability in the international monetary system in the context of the introduction of the euro, the promotion of good gouvernance and the rule of law and the support of the UN mechanism in the field of Human Rights, combating transnational crime and drug, remedying the financial and economic situation in Asia and further cooperation on financial and economic issues, importance of full participation in the WTO by ASEM partners in order to strengthen the Organisation, cooperation in the fields of culture, education, environment, science and technology. Ministers noted that the third ASEM Summit would be held in Seoul on 20-21.10.2000.
