The European Commission espouses a dual standard on its tobacco and smoking policies. On one hand in advocates protection of the fragile rural communites which survive on tobacco cultivation and on the other it invests large sums in persuading Europeans to either give up smoking or not to take it up. The Agricultre Council adopted a tobacco reform in June 1998 which places more emphasis on the quality of tobacco cultivated in Europe. The region of Xanthi in Northern Greece, illustrated in these video stockshots, is one of the typical areas where the possibility of growing tobacco protects a poor and fragile mountanious rural community.
