The European Council of Brussels took place on 29-30 March 1985 under the presidency of Bettino Craxi, with the participation of the Heads of State or government, and the Ministers for Foreign Affairs of the Member States.
The Council opened in an atmosphere of satisfaction with the political agreement on the accession of Spain and Portugal. Conclusions were also adopted on the economic and social situation, on the reinforcement of the technological base and the competitiveness of the Community's industry, and on the environment. On the subject of growth and employment, an agreement was made on the four forms of action suggested by the CEC. Finally, the Council emphasised the need to continue efforts to combat famine, and discussed a number of foreign policy matters.
