European Council, in Brussels 4-5/12/1978

The Heads of State or Governement of the European Communities met in Brussels on 5 and 6 December 1978. Based on the conclusions of the German presidency, the main subjects for discussion were the European Monetary System (EMS), the economic and social situation and the enlargement of the EC. Participants in this European Council were: - Helmut Schmidt, German Federal Chancellor and President in office of the Council - Hans-Dietrich Genscher, German Federal Minister for Foreign Affairs - Paul vanden Boeynants, Belgian Prime Minister - Henri Simonet, Belgian Minister for Foreign Affairs - Andreas van Agt, Dutch Prime Minister - Christoph van der Klaauw, Dutch Minister for Foreign Affairs - Gaston Thorn, Prime Minister and Luxembourgish Minister of Foreign Affairs - Giulio Andreotti, Italian Prime Minister - Arnaldo Forlani, Italian Minister for Foreign Affairs - Patrick Hillery, President of Ireland - Michael O'Kennedy, Irish Minister for Foreign Affairs - James Callaghan, British Prime Minister - David Owen, British Secretary of State for Foreign and Commonwealth Affairs - Valéry Giscard d'Estaing, President of the French Republic - Jean François-Poncet, French Minister for Foreign Affairs - Anker Jørgensen, Danish Prime Minister - Henning Christophersen, Danish Minister for Foreign Affairs - Roy Jenkins, President of the CEC - François-Xavier Ortoli, Vice-President of the CEC in charge of Economic and Financial Affairs, Credit and Investments and the Statistical Office.
