On 25/10/2010 in Luxembourg, Steven Vanackere, acting Belgian Deputy Prime Minister and Minister for Foreign Affairs and Institutional Reforms, chaired the 3040th meeting of the General Affairs Council, in the presence of Maroš Šefčovič, Vice-President of the EC in charge of Inter-Institutional Relations and Administration, to prepare the European Council on 28 and 29 October 2010. They gave a joint press conference after the meeting.
The EU Ministers reached an agreement to invite the Commission to submit its opinion on Serbia's application for membership to the European Union. Steven Vanackere said during the press conference that it was a very important step forward in the accession process for Serbia. He explained that the decision came after Belgrade's commitment to engage in a dialogue with Pristina. But he added that cooperation with the ICTY was still needed.
In relation to the possibility of changing the European Union treaties to improve the bloc’s economic governance, Steven Vanackere explained that nobody around the table wanted to open up the Treaty, and change it in any fundamental way as it would be disproportionate.
