On 18 May 2010, José Luis Rodríguez Zapatero, Spanish Prime Minister, José Manuel Barroso, President of the EC, Herman Van Rompuy, President of the European Council, and Cristina Fernández de Kirchner, President of Argentina, held the opening speeches at the 6th EU/Latin America and Caribbean Summit. They highlighted the importance of relaunching the negotiations on free trade agreement between EU and Mercosur. The agreement was based on a region-to region approach, and aimed at facilitating exchanges of goods, but also issues such as services, investment, government procurement, or trade and sustainable development. They also raised issues such as the global economy, the new international financial architecture, climate change, energy, regional integration, social and territorial cohesion.
