A meeting of the Transport, Telecommunications and Energy Council was held in Luxembourg on 12 and 13 June 2008.
At the end of the Telecom Council, the European Commission decided to back down from its idea to create a new European telecoms authority to replace the current European regulators' group made up of national watchdogs from each Member State.
Viviane Reding, Member of the EC in charge of Information Society and Media, acknowledged that Ministers wanted something smaller. But she won the battle for functional separation, to ensure new entrants have access to the main network on an equal footing with the owner.
Viviane Reding also announced that the European Commission would issue guidelines for the telecoms industry to ensure a fair return on investment and to make also sure that access to new bottleneck infrastructures is guaranteed.
Viviane Reding gave a final warning to operators: she gave them two weeks to cut texting roaming tariffs, otherwise the Commission would submit a regulation to the Council and the Parliament. SHOTLIST
