A meeting of the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) was held in Luxembourg on 9 and 10 June 2008.
On 9 June, the EU Labour Ministers reached an agreement on two longstanding directives: Working Time and Temporary Agency Workers.
The Working Time Directive maintains the 48-hour weekly limit, but allows contractual arrangements under which this limit could be lifted. According to the new agreement, the on-call time won't be counted as working time.
On the Directive on Working Conditions for Temporary Agency Workers, the Ministers agreed to give equal treatment to agency workers and permanent employees from day one. However, it would permit the possibility to opt out through collective agreements and through accords between bosses and unions. SHOTLISTLINK
