Meeting in Luxembourg, the 27 EU Ministers for Finance discussed the outlook for the European economy. The European Commission's analysis is that whilst the downside risks have increased, overall economic fundamentals remain solid in the European economy. During their regular session, the Ministers were expected to close the excessive deficit procedure kicked off in 2006 against the United Kingdom; at the same time, urging the Czech Republic to introduce measures to curb its budget deficit. The financing of the European navigation system Galileo and recent developments in the financial markets was also on the agenda. Finally, the Council adopted conclusions on issues related to public finances, as regards implementation of the EU's fiscal rules, as well as the modernisation of public administration and its impact on expenditure control and competitiveness.
