Visit of Arseniy Yatsenyuk, acting Ukrainian Prime Minister, to José Manuel Barroso: signature of the Financing Agreement of the State Building contract and joint press briefing
On 13 May 2014, José Manuel Barroso, President of the EC, and several Members of the College of the EC received the visit of Arseniy Yatsenyuk, acting Ukrainian Prime Minister, accompanied by a few Members of his Government.
On this occasion, José Manuel Barroso and Arseni Iatseniouk notably signed a new programme to support the transition process in Ukraine as part of the EU practical assistance for urgently needed reforms in the country. The EC was determined to make sure that Ukraine had all the support it needed, in the short and long term, to undertake the political and economic reforms that were necessary to consolidate a democratic, independent, united and prosperous Ukraine.
This new “State Building Contract” programme, worthed €355 million and was complemented by a 10 million programme aimed at support the civil society. It would help the government of Ukraine to address short-term economic stabilisation needs and implement governance reforms in order to promote good governance, more accountability and inclusive socio-economic development. The "State Building Contract" included concrete steps towards building transparency and fighting against corruption, and would help to increase the government’s ability to respond to citizens’ demands and needs.
The Memorandum of Understanding (MoU) on the new €1 billion Macro-Financial Assistance (MFA II) loan programme to Ukraine was also signed, paving the way for its ratification by the Ukrainian Parliament. Together with this Macro Financial Assistance loan programme, the Financing Agreement on the “State Building Contract” was another major deliverable of the €11 billion package to support Ukraine, announced by José Manuel Barroso on 5 March 2014.
