On 17 October 2013, the Mutual Learning Programme - Thematic Event - Practical support for the design and implementation of Youth Guarantee Schemes took place in La Hulpe, Belgium. Following the Commission Communication "Call to Action on Youth Unemployment" and the related European Council conclusions, Member States with regions experiencing a youth unemployment rate above 25% are requested to submit a Youth Guarantee Implementation Plan (YGIP) by December 2013. The remaining Member States are expected to submit their plans during 2014. In order to support Member States in drafting their plans, the Commission organised a working and learning seminar on Practical support for the design and implementation of Youth Guarantee Schemes, under the umbrella of the Mutual Learning Programme. The event took place at the Dolce Hotel in La Hulpe on 17-18 October 2013. This highly interactive event examined the building blocks of a Youth Guarantee Scheme, through facilitated discussion, practical examples and plenty of opportunity for questions, answers and mutual exchange. Participants were able to learn from other Member States' experiences and progress in drafting and improving their respective YGIP.
