On 27 June 2013, José Manuel Barroso, President of the EC, and Janusz Lewandowski, Member of the EC in charge of Financial Programming and Budget, received Martin Schulz, President of the EP, Enda Kenny, Irish Prime Minister and President in office of the Council of the EU, Eamon Gilmore, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade, and Lucinda Creighton, Irish Minister of State for European Affairs. They gathered for a discussion on the Multi-Annual Financial Framework (MFF) 2014-2020 and reached a political agreement. The main elements of this agreement were: more flexibility on both payments and commitments; frontloading of expenditure linked to youth employment, research, education and Small and medium enterprises (SMEs); and the possibility to increase the aid for most deprived people. This deal confirmed the agreement reached the past month for the 2013 amending budget.
