Interparliamentary committee meeting on the European Semester with the participation of José Manuel Barroso

José Manuel Barroso, President of the EC, participated in the interparliamentary committee meeting with National Parliaments and Herman van Rompuy, President of the European Council, on "The European Semester for Economic Policy Coordination." He made a speech entitled "Unity in difference, strength in convergence" on this occasion.
In his speech José Manuel Barroso focused on how the European Semester helped to resolve the crisis and spur the growth. He highlighted the European Semester's purpose was to strengthen coordination between Member States' budgetary and structural policies while they were still in preparation, in order to detect inconsistencies and emerging imbalances. The President added that it created a platform where potential weaknesses or threats could be detected early and therefore could help prevent future crises.
However if the Semester successfully contributed to these goals, it had to evolve and improve with each cycle. It was a process that couldn't work if it was done in a top-down way and that could only work with the backing and commitment of all actors at all levels. José Manuel Barroso concluded saying that he believed it was essential to strengthen European democracy by enhancing the relationship between the national democratic processes and the European democratic process. He eventually encouraged Members States to speed up growth-boosting reforms.
