Council of European Municipalities and Regions with the participation of José Manuel Barroso
José Manuel Barroso, President of the EC, made a speech entitled "A modernized partnership for a stronger and closer Union" at the Council of European Municipalities and Regions (CEMR) 2011 which focused on "Governing in partnership". Wolfgang Schuster, President of the CEMR and Mayor of Stuttgart, Mercedes Bresso, President of the Committee of the Regions (CoR), and Johannes Hahn, Member of the EC in charge of Regional Policy, were also present.
José Manuel Barroso welcomed the outcome of the United Nations Climate Change Conference in Durban of 28/11-09/12/2011 with a clear commitment of all major emitters to work for a legally binding global agreement. He also commented on the outcome of the Brussels European Council of 09/12/2011 saying that it was necessary to do whatever it took to put an end to the period of uncertainties. He stressed that it was needed to be at the same time firemen and stop the spread of the sovereign debt crisis but also needed to be architects and build a strong and sustainable recovery on sound foundations.
