José Manuel Barroso, President of the EC, received Fredrik Reinfeldt, Swedish Prime Minister. They discussed the economic situation and the preparation of the Brussels European Council of 09/12/2011. Ahead of the adoption on 23/11/2011 of the Annual Growth Survey regarding the economic priorities for the year 2012, José Manuel Barroso stressed that this Survey would not be as positive because the EC had seen an unconvincing performance, with many commitments made in 2010 not being implemented fully and more effort was needed. The two leaders also discussed the EC's proposals to strengthen economic governance in the euro area using the existing Treaties, and where necessary, through Treaty change.
