European Territorial Cooperation - Flood Risk Management in the Elbe river basin

After the impressive flood that hit Central Europe in 2002, water management and spatial planning authorities of Germany, Czech Republic, Hungary and Austria understood they needed to collaborate and coordinate their preventive actions. Since 2003, the ELLA and LABEL projects have developed a real partnership between spatial planning and water management authorities in the Elbe basin. For the first time, transnational spatial planning actions were put in place, and high-level politicians committed themselves to further cooperation.
