The Heads of State or Government of the 27 European Union Member States gathered in Brussels on 04/02/2011 for the first time in 2011.
The main topics on the agenda for this special European Council were energy and innovation - two sectors which are key to Europe's future growth and prosperity.
But the surge of anti-government demonstrations across the Arab world, mostly in Egypt, dominated the meeting. In the final press conference, Herman van Rompuy, President of the European Council, condemned the violence and the intimidations, and called on the Egyptian authorities to meet the aspirations of the Egyptian people with reforms, not repression. He asked for an orderly and expeditious transition and said that the EU is determined to give full support to a democratic transition with free and fair elections, respect for Human Rights and pluralism.
