The one day 16/09/2010 European Council, chaired by President Herman Van Rompuy, was devoted to the EU's relations with strategic partners, such as the BRIC countries (Brazil, Russia, India and China) but was also dominated by the heated debate between France and the European Commission on the Roma people.
The controversy over France's expulsions of illegal Roma immigrants reached a peak during the preceding days after the European Commission found that the French administrative instruction ("circulaire") of 05/08/2010 was not in conformity with EU rules on free movement and was perceived to have the effect of targeting a specific ethnic minority.
Of the scheduled discussions, the European Council considered how to give new momentum to the Union's external relations and took stock of progress achieved in the Task Force on economic governance.
