Opening of the Intergovernmental Conference: arrivals of Heads of State and Government

The Intergovernmental Conference has been opened in Rome. The process of discussing and reaching agreement on Treaty change is known as an InterGouvernamental Conference (or IGC). The Heads of State and government analysed the draft Constitutional Treaty for the EU, prepared by the Convention on the Future of Europe. This text will replace and modify the content of the existing Treaties.The draft Constitutional Treaty has been presented by Valéry Giscard d'Estaing, Chairman of the Convention on the Future of Europe, at the Thessaloniki European Council last June, where it was considered to be a good basis for starting the IGC.
