The European Commission espouses a dual standard on its tobacco and smoking policies. On one hand in advocates protection of the fragile rural communites which survive on tobacco cultivation and on the other it invests large sums in persuading Europeans to either give up smoking or not to take it up. The Agricultre Council adopted a tobacco reform in June 1998 which places more emphasis on the quality of tobacco cultivated in Europe.
