Statement by José Manuel Barroso following the Durban COP17 agreement


Addressing the Council of European Municipalities and Regions on 12 December 2011, José Manuel Barroso, President of the EC, took the occasion to welcome the results achieved at the COP17/CMP7 United Nations Climate Change Conference which was held from 28 November to 9 December 2011 in Durban, South Africa. José Manuel Barroso highlighted that, for the first time, all the major emitters, both developed and emerging economies, accepted that there will be an agreement that will be binding globally. He underlined that this was achieved thanks to the European position. He also paid tribute to the very important contribution given by Connie Hedegaard, Member of the EC in charge of Climate Action, who played a major role in this summit. After two weeks of negotiations, the 195 Parties to the UN climate change convention agreed on a roadmap, proposed by the EU, for drawing up a legal framework by 2015 for climate action by all countries. The Durban conference also agreed that there will be a second commitment period of the Kyoto Protocol, made operational the new Green Climate Fund for developing countries and approved a series of measures which build on the progress made at the 2010 Cancun conference.
