Extracts from the EC Midday press briefing by Patrizio Fiorilli, spokesperson of Janusz Lewandowski, on EU Budget 2011
On 16/11/2010, Patrizio Fiorilli, spokesperson of Janusz Lewandowski, Member of the EC in charge of Financial Programming and Budget, explained during the EC Midday press briefing, the disagreements between the Council and the Parliament over the EU Budget 2011, at the conciliation meeting.
The European Commission regretted that no agreement on budget 2011 was reached at yesterday's conciliation meeting.
It was likely that the whole process will take several months, therefore from January 2011 the EU Institutions will work under the system of the "provisional twelfth" as described in the Lisbon Treaty (art 315). According to that system, each chapter of the budget will be funded monthly up to a maximum of one twelfth of its appropriations in 2010.
