Brussels European Council, 19-20/03/1984

The first European Council of the year took place in Brussels under the presidency of François Mitterrand, President of the French Republic. In spite of being the object of intense preparation, the Council was unable to reach an understanding on the problem of “the correction of the British contribution to the EC budget”. Nevertheless, progress was made in other areas under the general reserve of an overall agreement:- Confirmation of the overall agreement on the global compromise for reform of the CAP- Launch of certain new Mediterranean policies and integrated programmes- Decision to activate the negotiations in view of enlargement of the EC- Control of the budgetary and financial discipline of the EC- Maximum mobilisation rate for VAT fixed at 1,4%
