Luxembourg European Council, 01-02/04/1976

The European Council invited the Council of Ministers of Finance and Economic Affairs to examine the CEC communication titled: "Economic and Monetary Action Plan" and to take fitting decisions. The European Council authorised the presidency to declare to the press that it was incumbent upon each Member State to impose discipline in the areas of monetary supply, budgetary deficits, production costs including revenues, and balance of payments, in view of accomplishing a high level of convergence in economic policies. In addition, the European Council confirmed that the first EP elections by universal suffrage would take place in May/June 1978. Heads of State and Government also invited Foreign Affairs Ministers and the CEC to examine the Tindemans report on the European Union and to prepare the deliberations that the European Council will focus on in its next two meetings. Lastly, the nine EEC countries reaffirmed the right to self-determination and the independence of the Rhodesian people.
