Viviane Reding, Vice-President of the EC in charge of Justice, Fundamental Rights and Citizenship, gave a press conference on the annual reports 2013 on the application of the EU Charter of Fundamental Rights and on the gender equality.
The 4th annual report on the application of the EU Charter of Fundamental Rights, showed that the importance and prominence of the EU Charter continued to rise: the Court of Justice of the EU increasingly applied the Charter in its decisions while national judges were more and more aware of the Charter's impact and sought guidance from the European Court of Justice.
The European Commission had also progressively sought to bring the Charter to life by taking action to promote and defend the rights of EU citizens laid down in the Charter. Since 2010, the EC had put in place a "fundamental rights checklist" and as a result screened every legislative proposal to ensure it is "fundamental-rights proof". The annual report on the application of the Charter tracked the progress made and identified challenges and concerns.
The main findings of the EC's annual gender equality report showed that the Commission continued taking action to improve equality between women and men, including steps to close the gender gaps in employment, pay and pensions discrepancies, to combat violence and to promote equality in decision-making. Efforts were paying off: concrete progress had been made in the area of addressing the gender pay gap – notably through an initiative by the EC to improve pay transparency – or increasing the number of women on company boards.
But challenges remained: under rates of progress at that time, it would have to take almost 30 years to reach the EU’s target of 75% of women in employment, 70 years to make equal pay a reality and 20 years to achieve parity in national Parliaments (at least 40% of each gender).
