José Manuel Barroso, President of the EC, Viviane Reding, Vice-President of the EC in charge of Justice, Fundamental Rights and Citizenship, and Cecilia Malmström, Member of the EC in charge of Home Affairs, gave a joint press conference on the rule of law framework and vision on the future of Justice and Home Affairs policies. The EC adopted on the same day a new framework for addressing systemic threats to the rule of law in any of the EU 28 Member States. The initiative came after the College of the Barroso II Commission held two orientation debates on the rule of law on 28/08/2013 and on 25/02/2014, which concluded that there was a need to develop a tool to deal, at EU level, with systemic threats to the rule of law.
The new rule of law framework would be complementary to infringement procedures - when EU law had been breached and to the so-called "Article 7 procedure" of the Lisbon Treaty which, at its most severe, allowed for the suspension of voting rights in case of a "serious and persistent breach" of EU values by a Member State.
The Commission had outlined on the same day its vision for the future of EU Justice policy. Four years after the entry into force of the Lisbon Treaty the construction of a European area of Justice had advanced in leaps and bounds. The EC had used legislation in the area of Justice to cut red tape and costs for citizens and business, to drive economic recovery and to ease the practical life of citizens making use of their free movement rights. The Commission's objective was to make further progress towards a fully functioning common European area of justice based on trust, mobility and growth by 2020.
The EC also presented its vision on the future agenda for Home Affairs: there was a need to fully implement the agreed legislation and existing instruments and to ensure that the EU was able to respond to opportunities and challenges ahead.
